The Council of the European Union adopted the Markets in Crypto-Assets regulation on 16 May 2023. The Council described the decision as the final step in that legislative process.
The framework covers crypto-asset issuers and service providers. Its stated aims include clearer information, consumer protection and a common approach across the EU. The measure forms part of a wider digital finance package first proposed by the European Commission in 2020.
This archive brief records the adoption announcement. Adoption, application dates and a particular organisation’s authorisation are separate matters. The announcement does not establish that any named service meets today’s requirements. Readers assessing a current legal position need the applicable text and the relevant authority’s current guidance.
